Generally speaking any submission which is directly built upon the existing work of another artist or photographer can be considered to be a case of art theft. These works may feature screenshots, official artwork or sprites taken from a video game, scans from an art book, artwork found on a website somewhere on the internet or a photograph of a famous person (just to name a few examples), but in every case the 'seed image' is the legal property of another artist. In many cases these 'seed images' are manipulated, colored over, blended with other images, and otherwise digitally worked over but none of this makes the use acceptable or allowed.
FAQ #157:Can I use things created by other people in my submissions? According to the deviantART Submission Policy you must obtain written permission from the proper and legal owner of any material which is not one of your own original creations.
Please follow our official guidelines for providing this written permission for staff verification. Be aware that failure to provide such permission, or providing permissions which cannot be verified, will lead to the immediate removal of the submission.
Direct reuse of another artist's work is permissible only when you can provide written and verifiable proof that you have been given permission to reuse that piece in the manner you intend to. Explicit permission is a statement made directly to you by the legal owner of the work in question granting you permission to use the work in a particular manner.
